The meeting was called to order by Shirley Wayne Washington.


A. Rollcall by Mary E. Blair

7 Present 6 Absent 3 Vacancies (Newhallville, Beaver Hill, and Board of Aldermen)

B. Approval of Agenda

Motion to approve agenda made by Mary E. Blair; seconded by Ann Tramontana; motion carried unanimously.

C. Approval of Minutes

Motion to approve the August 10, 2006 meeting minutes was made by Robert Spirito; seconded by Ann Tramontana; motion carried unanimously.

D. Coordinator's Report

Motion to approve the Coordinator’s Report was made by Mary E. Blair; seconded by Ann Tramontana; motion carried unanimously.

E. Open Floor

? Robin Hobson posed questions to Sergeant Melendez of IV&E.
? The current IV&E staff consists of: Sergeant Melendez, Sergeant Gleason, Detective Joyner, Lieutenant Peterson, and Lieutenant Redding, the OIC.

F. Unfinished Business

? Ann Tramontana stated that her management team expressed concerns about the absence of a representative from the Board of Aldermen. There was discussion on this topic.

? Ann Tramontana relayed the concerns of her management team regarding the cancellation of the CRB Forum. There was lengthy discussion on this topic.

? Formal invitations to be extended to Assistant Chief Redding and Assistant Chief Badger for future CRB meetings. Robert Spirito recommended that one Assistant Chief be invited at a time.

? Shirley Wayne Washington gave dates of various NHPD meetings that the Chief of Police has extended invitations to the CRB (see attached).

G. Subcommittee Reports

The proposed CRB Forum has been cancelled until further notice.


H. New Business

Shirley Wayne Washington initiated a discussion of the need for the CRB to have a budget to fund an investigative unit independent of the New Haven Police Department. Shirley Wayne Washington asked for the formation of an ad hoc committee to explore this possibility.


Motion to adjourn made by Robert Spirito; seconded by Barbara Carroll; motion carried unanimously.
